Children in care (missing persons)
1 in 10 are reported missing compared to 1 in 200 children.
Risk Levels (Missing Persons)
High Risk - The risk of serious harm to the subject or the public is assessed as very likely
Medium Risk - The risk of harm to the subject or the public is assessed as likely but not serious
Low Risk - The risk of harm to the subject or the public is assessed as possible but minimal
No Apparent Risk - There is no apparent risk of harm to either the subject or the public
Risk levels are fluid

Gives you an area around a cell tower that a mobile phone is in
Missing Hypothesis Options
LOST - People who have gone walking and do not know where they are
VOLUNTARILY MISSING - These are persons who have control over their actions and who have decided on a course of action, e.g. they wish to leave home
ILL/INJURED - These are persons who do not want to be missing but have suggested some injury or illness that has resulted in them not completing a journey and subsequently being reported missing
UNDER INFLUENCE OF ANOTHER - These are persons who have gone missing against their will, e.g. abduction or murder victims.
Attending MISPER
-Confirm initial risk assessment from the call handler. Establish facts and keep accurate records.
-Fill in (lengthy) MISPER form, if their loved ones get agitated during this be calm and reassuring and say the information is necessary for the other officers conducting the search.
-Obtain a recent photo to send to FCR
-Conduct thorough search of home address/place they went missing from.
-Identify/secure potential crime scene

-Mental health (Any issues/Conditions, may need S.136 if found)
-Health (addictions, need of medication etc)
-Weather (too cold or too hot?)
-Time of day/Actions before (going missing)
Information required during MISPER to help find them
-When/Where were they last seen/spoken to

-Social Media accounts
-Vehicles
-Recent behaviour
-Medication
-Medical Conditions/General health
-What have they taken? (Clothes, passport, money etc)
-Indication of intentions - harm?

Searching MISPER
-Get written consent for searching home address OR can use S.17 PACE 1984
-Initial search by yourself, then request more officers as needed.
-Seek support from duty POLSAs (Police Search Advisor)
-High-Risk MISPER request NPAS (Police Helicopter)

Child Abduction Warning Notice
Warning given to someone with inappropriate relationships/association with a child. Can be under
S.2 Child Abduction Act 1984 (For a child under 16)
S.49 Children Act 1989 (Alternative offence involving child over 16 with a Full Care Order or emergency protection)
Can arrest person if they continue to associate with the child.
