What is the purpose of a location indicator?
To identify those geographical locations at which there is situated a station forming a part of the AFS.
Who assigns locaiton indicators?
They are assigned by the states and checked by ICAO for conformity.
In what situations may a seperate identidying letter be assigned
1) when a seperate state or territory iteself in an AFS routing area;
2) routing uncertainties can exist at stations feeding traffic into that state or territory
3) by doing so these routing uncertainties can be removed or alleviated
What is the assignment of the first letter of the location indicator?
The first letter is the letter assigned to the AFS routing area within which the location is situated.
What is the assignment of the second letter of the location indicator?
The letter assinged to the state or territory within which the location is situated
What is the assignment of the third and fourth letter of the location indicator?
Where, in a state or territory, aeronautical fixed telecommunication stations are connected to a communication center, the third letter of a location indicator shall be assigned to assist in the process of routing to that communication center.
What should happen in cases of changes of assignment of locaiton indicators?
1) they should only be ammended after due regard to the worlwide repurcussions
2) an indicator should not be reassigned to another location for a period of at least six months after its previous cancellation
3) Changes of assignment of locaiton indicators should be promulgated by NOTAM or AIP as far in advance of the effective date as possible.
What are rules for registration or change in designators?
The same designator will not be used for more than one aircraft operating agency, aeronautical authority or service.
No more than one three letter or telephony designator will be registered for each aircraft operating agency, aeronautical authority or service.
When a designator is no longer required, ICAO should be informed immediately. Any such designator so released will not be reassigned until a period of at least 60 days has elapsed

Heavy - Over 136 000 kg
Medium - 136 000 - 7000 kg
Light - Under 7000 kg
Why is a letter assigned to state or territory?
Each separate state or territory is assigned a separate identifying letter to permit differentiation between that state or territory and other States or territories in the same AFS routing area.
When is no separate identifying letter assigned?
No separate identifying letter is assigned where a separate State or territory contains only tributary stations.
