who holds organisational accountability at incident?
The Incident Commander (IC) at an incident is the nominated responsible person. However, the most senior officer present holds organisational accountability, even when they have not taken over the role as (IC). This cannot be passed to another person.
Who holds ultimate responsibility when land based and fireboat appliances are in attendance?
Where land appliances and the fireboat form the initial attendance, operational command will be the responsibility of the most senior land-based appliance commander.
The first attending Sub Officer (Sub.O) or Station Officer (Stn.O) will take the IC role and remain in charge of incidents up to?
up to and including 4 pumps in attendance.
In the instance where a Stn.O attends an incident and a substantive Sub.O is already in attendance, what will happen?
the Stn.O will have the discretion to either support the IC in a monitoring role or take
command. Should the Stn O decide to undertake the MO role then the following message must be communicated to Control for example; “Sub O Smith remains IC, Stn O Jones now MO”, withthe incident ground being informed.
If the incident is above a 4 pump incident then the StnO will take over, until a SC arrives
In circumstances where a temporary and a substantive Sub.O are in attendance at the same incident, who take command?
the substantive Sub.O will assume command.
Can a LFF send a stop message before the arrival of the SubO/StnO

a stop should not be sent until the SubO/StnO has made a risk assessment
What are the key responsibilities of the IC?
• To save life. • To prevent further spread/loss/risk of injury. • To mitigate damage. • To mitigate environmental damage. • To minimise disruption to thecommunity.

What are the two forms of Monitoring?

Can the MO make command decisions on the fire ground?
The MO should not make any command decisions on behalf of the IC unless they are risk critical.
Are MO required to attend the incident PRO or PRC?
Officers that have undertaken the monitoring role are required to attend the structured reviews that focus on the command function and operational tactics – PRCs and PROs.
Are MO required to record feed back?
YES
The MO is required to record the areas of good practice and improvement on the Incident Monitoring Database (IMPD)
