What is a dynamic risk assessment?
Dynamic risk assessment is where the IC gathers information about the incident or
training event that they are attending, and devises a plan to deal with the prevailing situation based on the identified hazards and risks. This will result in the appropriate control measures
being applied to ensure SSoW are established and maintained.
To be effective, DRA must be a continuous process undertaken by all personnel in the operational and training environment.
What is the safe person concept?
The safe person concept can be defined as being
”the right person, doing the right job, with the right equipment, at the right time”.
The process of DRA is completed by undertaking five sequential steps, what are they?
(a) Evaluation of the situation, task and persons at risk;
(b) Select SSoW;
(c) Assess the chosen systems of work;
(d) Introduce additional control measures; and
(e) Reassess systems of work and additional control measures
What should be sent when the IC decides that they are going to work outside policy?
Example priority message:
“From ….. at …… operational discretion in use, one firefighter entered canal to rescue child, TMO”.
A full informative message should follow as soon as possible as per Policy
Example informative message:
“From…. at ……One firefighter entered water to rescue child, personal floatation device, water rescue line, spotters and rowing boat in use. TMO”.
As stated, extant policy must be returned to at the earliest opportunity. At this time a further
informative message should be sent.
Example informative message:
“From…. at …. Operational discretion now no longer being applied. Water rescue procedure implemented, TMO”.
