What is the misuse of drugs act 1971
act or parliament intended to prevent misuse of controlled drugs
Imposes complete ban on possession, supply, manufacture, import/export other than where allowed by regulations or license from Secretary of State
What is misuse of drugs regulations 2001
Lays out regulations for controlled drugs
What are the 5 schedules (categories) of controlled drugs
Schedule 1: No current therapeutic use (possession & supply requires Home Office permission)
Schedule 2: Have Therapeutic use but are highly addictive (subject to restrictions -Prescription, storage, destruction & record keeping)
Schedule 3: Have Therapeutic use but mis(use) may lead to moderate or low physical dependence or high psychological dependence (Subject to restrictions - prescription & sometimes storage)
Schedule 4: Therapeutic use but mis(use) may lead to limited physical dependence or psychological dependence (no additional controls)
Schedule 5: Contain such small quantities of substances which may cause dependence that potential for abuse is considered extremely low (no additional controls)
Give examples of schedule 2-5 controlled drugs used in veterinary medicine
Schedule 2: Methadone, morphine, fentanyl, pethidine, quinalbarbitone, ketamine, etorphine
Schedule 3: Buprenorphine, tramadol, gabapentin, pregabalin, midazolam, pentobarbitone
Schedule 4:
- (part 1): Alprazolam, diazepam
- (part 2): Nandrolone, clenbuterol, somatotropin
Schedule 5: Paracetamol with codeine (Pardale-V)
Who licenses producers & suppliers of controlled drugs?
Secretary of State
What is required for the procurement of Schedule 2 and 3 drugs?
A requisition form including:
- Details of drugs requested & supplied
- RCVS number
- Copy retained by the supplier
How should schedule 2 drugs be stored
Kept in locked cabinet
Recorded in Register
What schedule 3 drugs should be kept in a locked cabinet?
Buprenorphine, Diethylpropion, flunitrazepam and temazepam
Describe storage of schedule 2 & 3 drugs in a vehicle
Both Schedule 2 and 3 drugs should be in a locked box
should be out of sight & secured to the vehicle in some way e.g. glove compartment, with chains or bolted down.
They should not be left unattended for long periods of time, e.g. overnight unless in secure fix box in the boot of car
Describe prescribing & dispensing of controlled drugs
Only MRCVS can prescribe CD
- Written or verbal
Prescriptions valid for 28 days only
Written prescriptions for schedules 2 and 3
- MRCVS number
Prescription kept by supplier for 5 years
Schedule 2 recorded in CDR
Describe the disposal of controlled drugs
Controlled drugs must be made irretrievable before disposal:
- Denaturing kits
- Soap for tablets
- Cat litter
Destruction of schedule 2 Drugs:
Witnessed by:
- VMR inspector
- CDLO
- Independent MRCVS
- Recorded in CDR
