How can a president implement a policy agenda?
Article II
Discusses the executive branch and the presidency.
Qualifications for President
Natural born citizen, 35 years old, US resident for 14 years
Roles of the President
Commander in chief, pardons and reprieves, appoint public ministers, recommend and approve bills, adjourn Congress
Formal Powers
Powers given in Article II
Informal Powers
Powers that have been interpreted to give to the president.
Veto
President can reject a bill. They have 10 days to make a decision. It becomes a law with no signature after 10 days.
Pocket Veto
President gets a bill in the last 10 days of the legislative session. Refusal to sign kills the bill.
Line-Item Veto
President vetoes part of a bill.
Commander in Chief
President is in charge of the military.
Executive Agreement
Agreement between two heads of state without Congress. The next president is not bound to this and it cannot interfere with previous treaties.
12th Amendment
2 candidates, 1 ticket. President and vice-president run together.
22nd Amendment
Limits president to 2 terms or 10 years.
Executive Orders
President can carry out laws and administer government. Can’t do anything that falls under congressional jurisdiction.
Signing Statements
President’s interpretation of a bill and how they plan to enforce it.
Executive Privledge
Right to withhold information from other branches.
