Congress can tax, coin money, and finalize the budget.
Foreign and Military Affairs
Congress oversees the military and determines how much money is spent on military. They declare war, issue military draft, confirm ambassadors, and vote on treaties.
Necessary and Proper Clause / Elastic Clause
Congress can do anything they deem “necessary and proper”
