How does the bureaucracy carry out the responsibilities of the federal government?
Bureaucracy
Hierarchy of executive branch employees. They interpret, administer, and enforce laws.
Cabinet Secretaries
Upper positions, many need Senate confirmations. Tend to be in the president’s party.
Departments
How the presidential oversees the executive branch. Each is directed by a cabinet secretary.
Agencies
Smaller parts of departments that focus on the smaller goals. Some aren’t connected to departments.
Iron Triangles
Relationship between the bureaucracy, a congressional committee, and an interest group.
Patronage
Rewarding loyal party leaders with federal jobs.
Spoils System
Appointing people and expecting loyalty.
Pendleton Civil Service Act
Prevents constant reward to loyal party members.
Merit System
Competitive written exams for job applications.
Civil Service Commissions
Oversees process and stops federal employees from contributing to political campaigns.
Civil Service Reform Act
How a bureaucrat is dismissed, balance genders, more presidential appointments, and promotes merit.
Office of Personal Management (OPM)
Runs the merit system, coordinates application progress, and promotes public service.
National Performance Review (NPR)
Clinton’s document in assessing the bureaucracy. Helped to identify problems.
