Table of Organization and Equipment Change Request (TOECR)
A TOECR is a request to modify a unit’s organization, structure, or equipment records/allowances
Table of Equipment Report
Equipment allowance report which lists the units authorized allowance quantities for ground equipment
Accountability
Obligation imposed by law or lawful order or regulation on an officer or other person for keeping accurate record of property, documents or funds
Responsibility
The obligation for the proper custody, care and safekeeping of property or funds entrusted to the possession or supervision of an individual
Commanding Officer’s roles as it applies to accountability
CO of a unit having a consumer level supply account is ultimately accountable for all equipment on that account by virtue of acceptance of command
Responsible Officer’s role as it applies to accountability
Assume responsibility for assets within the command to be accounted for within their span of control
Designated in writing by CO
Consolidated Memorandum Receipt (CMR)
The CMR provides a list of authorized allowance items that are signed for by a specific RO
Who appoints an RO?
CO
Cannot be signed by direction
How much time is allowed to pass for an RO to endorse their appointment letter
15 calendar days to sign the endorsement
Delegation of Authority Letter
Used by RO to designate individuals to sign for equipment and supplies in his/her absence
Frequency of a CMR reconciliation
Quarterly or upon change of the RO
Timeframe in which an RO has to reconcile his account
RO has 15 calendar days from the date of the letter to reconcile the account
Reporting Discrepancies
Differences will be reconciled by the RO with the supply officer by writing a request for investigation letter with any and all supporting documentation
RO will report all discrepancies that exist between CMR and what is actually on hand
Request for an Investigation
Letter requesting investigation will be submitted to the CO within 5 calendar days via the Supply Officer
Frequency of which maintenance should occur in regards to a CMR account
IOT perpetuate a smooth and efficient accounting system for our allowance items, daily maintenance of the CMR and maintaining required files, listings, and supporting documentation is imperative
SL-3 Extract
The SL-3 inventory is a component list that contains illustrations, technical data and item ID data on collateral and collection type items such as chests, sets, and kits
ID the proper accountability document to use when temporary loaning ground equipment
The ECR card is used for temporary loans of organic property to individuals or organizations
Temporary Loan timeframe
General rule, temporary loan of organic property will be made for 30 days, not exceed 1 year
Maintenance Service Request (SR)
The purpose of maintenance service request (SR) is to request corrective maintenance, preventive maintenance, modification, calibration and limited technical inspection to be performed on a tactical ground equipment within the unit’s authorized echelon of maintenance
NAVMC 10627 (Trip Ticket)
The purpose of the NAVMC 10627 is to provide the operator of a vehicle or trailer with the authority to operate the equipment for a period not to exceed 24 hours from the time entered in the 1st operator “Time Out” block
