This can provide an effective way of supporting the project / programme whilst still supporting the central function

A hub and spoke PMO provides enhanced governance and oversight where the central function ensures that there is effective governance and oversight such as monitoring progress and assessing risks
And the embedded function provides support and guidance to ensure projects are delivered in accordance with the governance framework to the desired quality leading to better risk management , compliance and organisational success.
