defines positions of responsibility:

the employer
2.
the referrer - registered dp entitled to refer pt to a practitioner for a medical exposure

the practitioner - no exposure can take place unless justified by IRMER practitioner (the benefit to pt from diagnostic info should outweigh detriment of exposure)
2013 Selection Criteria in Dental Radiography
states no justification for routine radiographs to be taken on new pts

the operator - conducting any practical aspect of a medical exposure (e.g processing films or reading phosphor plates)
Pt identification
to ensure the right pt is being exposed, name + dob should always be confirmed
Optimisation
dose must be kept as low as reasonably possible
