It covers the sale, or giving of alcohlic beverage to anyone under 21 who is not a family member.

Also covers the under 21 person who is drunk, or in possession, or tries to or gets someone to buy alcohol for them.

Or enters or remains in establishment under 21 that sells alcohol when not accompanied by a parent spouse or legal guardian that is 21 or over.
