If landlord wrongfully evicts tenant, changing locks, tossing items out of house, without properly evicting through the courts, what can you as an officer do?

Answer 1

I can’t do anything, because in the end it’s a civil issue. The tenant should consider suing and definitely document all that’s taking place.
