[Victims of Violent Crimes Program] Pursuant to GC HPM 100.86 6-7 Section 13955, acts involving the operation of motor vehicles are not crimes for the purpose of this section, except when the injury or death from such an act was for any of the following:
(a) Intentionally inflicted through use of a motor vehicle.
(b) Caused by a driver in violation of Vehicle Code Section ______, ______, or ______.
