Both Hitler and Mao aimed to consolidate legal power of their party by changing the structure of governments

Hitler–> July 1933: the Law against the Founding of New Parties (non-Nazi parties banned)

–> Jan 1934: the Law for the Reconstruction of the Reich (nullified Reichstrat and state Diets → national state

Mao –> ‘Common Program’ (1949) –> Initially, non-CCP parties were tolerated though they had no power

–> ‘1954 Constitution’ China as an autocratic one-party state

–> ‘1975 Constitution’ abolished President (Mao –> sole power centre)

Both attempted to consolidate their own personal power within the party

Hitler –> ‘fuhrerprinzip’ –> all policies revolved around the will of Hitler

–> Armed forces + judges swore an oath of loyalty to Hitler
–> the Reichstag and Reich Cabinet became political bodies which merely served to confirm Hitler’s decisions.

Mao –> within the CCP (internal structure of gov. ensured this)

–> the National People’s Congress (1200-3000 members) then the Central Committee (100-200 members) then the Politburo (20 members) then the Standing Committee (5 members) then Mao (Chairman of the PRC) in theory power rested with the NPC but in practice the Standing Committee’s rulings were viewed as law
