Purpose and Scope (CNAF) (1-1)
This manual prescribes general flight and operating instructions and procedures applicable to the operation of all naval a/c and related activities
This manual is not intended to cover every contingency that may arise and every rule of safety and good practice
Deviating from CNAF (1-1)
In the tactical environment, military exigency may require on site deviations from the instructions/procedures contained here.
The existing risk of deviation must continually be weighed against the benefit of deviating from this manual.
Deviation from specified flight and op instructions is authorized in emergency situations where, in the judgement of the PIC, safety justifies such a deviation
FAR Exemptions (1-3,4)
Naval A/C shall be operated in accordance with applicable provisions of FAR, Part 91, except:
- Where this manual prescribes more stringent requirements
- Where exemptions or authorizations issued the the DON/DOD permit deviation

Major exemptions:
Drug interdiction ops: may deviate from VFR altitude restrictions if there is an onboard observer for safety and Mode C xpdr
May deviate from light requirements w/ an on board observer and an additional detection resource (radar or spotter)
Alternate: use these alternate reqs
Lights out training: in helos in NOTAMed out area below 500’ AGL provided dedicated observer or escorted by lit A/C
Fallon xpdr: transponder off area at Fallon may be used
DOD FLIP/NOTAM usage requirement (1-4)
Procedures, special notices, and instructions contained in FLIPS and NOTAMS are mandatory for all pilots flying naval a/c
