Only certain people could make certain goods, and these ‘rights’ were granted by the King, who controlled how much was made and the price they were sold at.

A
There were few roads and canals to move goods (infrastructure) and the government did little about it. Tariffs and tolls were taxes on goods as they moved from one area to another.
