Not all illegally stored cylinders create the same hazard. Generally non flammable CG cylinders are
Not as hazardous as LPG. The IC should consider whether there are safe alternatives to FDNY confiscation of CG cylinders
In some situations (oversized cylinders, etc) the only possible remedy may require the IC, after consultation with the DC and/or Citywide Command Chief, to initiate a
Vacate order for the building or specific occupancies in the building
The preferred means for cylinder disconnection and removal is by a
Responsible vendor or a person with an FDNY Certificate of Fitness. If such a vendor or person is unavailable, or if an emergency condition exists, disconnection or removal may be performed by uniformed FDNY personnel. An emergency condition can include circumstances where cylinders are leaking or damaged
If the IC determines that the cylinders must be removed, every reasonable effort shall be made to identify the
Vendor who delivered the cylinders from either the markings on the cylinders or by questioning persons on the screne
All notifications shall be made via the FDNY dispatcher to insure a time taped record. The IC shall provide the dispatcher with the following information
- Number of cylinders to be removed
- Type of cylinders (LPG or CG)
- Size of cylinders
- Whether the cylinders are full or empty if it can be determined
If the vendor is identified the IC shall notify the vendor through the
Dispatcher to disconnect and remove the cylinders
The vendor will provide the owner or owners rep with a
Vendor receipt. The fire company should request a duplicate copy of the vendors receipt in all cases for company records
Particulars of the incident should be listed on the fire/emergency report, including the following
- Name, address and phone number of the vendor
- Name of person who removed the cylinders
- Number and type of cylinders removed
- Size of cylinders
- Whether cylinders are full or empty if it can be determined
A copy of the fire/emergency report shall be forwarded to the
Bureau of Fire Prevention ATT FPOSU
When LPG/CG cylinders are to be removed and NO vendor is identified or responds, the IC shall follow procedures for

Movement of LPG containers within a building by vendors
- Transportation plugs shall be installed on the LPG containers to secure gas tight the outlet valve connection
- LPG containers at all times shall be moved under the personal supervision of a Certificate of Fitness holder. At no time shall the container be left unattended
- LPG containers with a capacity of more than 20 pounds shall be moved to another floor of the building only by freight elevator, construction elevator, or passenger elevator when approved, and such elevator shall be occupied only by those persons engaged in moving the containers
- LPG containers with a capacity of 20 pounds or less shall be moved in the same manner except that they may be moved in building stairwells if such stairwells are unoccupied
AT ALL TIMES INSIDE OR OUTSIDE BUILDINGS the connecting and disconnecting of LPG containers with a capacity equal to or greater than 16.4 oz shall be performed by a
