No, it is only selecting what navaid you want to listen to. Nothing to do with ILS or VOR source for navigation.

Regarding ACARS, it normally uses VHF. When over the ocean and only in range of SATCOM, do you need to switch it?
No, it switches to SATCOM automatically.

Whenever normal AC power is applied to the aircraft
How do you test the CVR?
Hold the test button for 5 seconds. A successful test will display a light.
