Goals of congress of Vienna
- Legitimacy- rightful monarchs are restored (bourbons) (plus clergy and aristocracy)
- Compensation- nations that lost land got some back
- Balance of power- contain France with buffer states, strengthen Netherlands, Prussia, and Piedmont-Sardinia
