How long do comp plans last?
20 - 30 years
Primary purpose for comp plan
Guides public & private decisions about future growth, preservation, and change within a municipality or county over next 20-30 years.
Traditionally focused on physical development, many contemporary comp plans address wide range of topics that affect sustainability of community.
Why is there no consensus about what constitutes a comp plan
SZEA (1926) & SCPEA (1928) did not clearly define WHAT comp plan is. SZEA says regulations must “be in conformance with a comp plan” - did not define the term. SCPEA avoided definition, chose instead to give examples of the subject matter to be covered.
Which factors distinguish them from other types of local plans? (3 total)
1- Comp plans have a broad scope
2- Comprehensive in terms of geographic extent - meaning comp plan covers the full area of a local jurisdiction
3- Present multiple goals & policies to be implemented over a long time period
What elements are NOT likely to be included as part of a comp plan?
