an INELIGIBLE FIREFIGHTER cannot be hired for minimum staffing overtime.
FF’s INELIGIBLE :
-any FF would work more than 24 hours consecutive
- any FF whose MSOT worked for 52 week period, as reflected on the latest bi-weekly printout, EXCEEDS BATTALION AVERAGE of MSOT for same period by 75 hours of MSOT. any such FF status shall be indicated on each printout sheet by DOUBLE ASTERISK (**) on report
- Any FF who is on, Accrued or TERMINAL LEAVES , or who has been granted time off (COMPENSATORY, SELF MUTUAL )..however FF ON VACATION LEAVE may work MSOT
- ANY FF 6th grade with LESS THAN 9 MONTHS SERVICE: HOWEVER, when all reasonable efforts to cover units with minimum staffing have been exhausted, 6th grade FF’s with less than 9 months service may work MSOT on tour in question
- BATTALION COMMANDER may restrict MSOT eligibility of any member who has failed to repay an outstanding self mutual off within 90 days
- FF with incomplete mx exceeding 30 days is not permitted to work an overtime tour until repayment has been completed
FF’s whose eligibility is LIMITED:
- msot worked for the 52 week period, as reflected on the tastes bi weekly printout , exceeds battalion average of MSOT by 60 hours or more , but less than 75 hours of MSOT, shall not be permitted to work more than 1 tour of MSOT until next printout
- any ff who’s MSOT WORKED FOR THE 52 WEEK period, as reflected on the latest bi weekly printout , exceeds battalion average of MSOT by 45 hours or more , but less than 60 hours , shall not be permitted to work more than 24 hours of MSOT
both above situations indicated by SINGLE ASTERISK (*) on the report
Selection among eligible FF’s for assignment of MSOT TOURS.
MSOT tour assignments should be offered to members through officer on duty, in FOLLOWING order AND ON BASIS of lowest number of hours worked during the previous 52 week period, as reflected on the latest bi weekly printout (order first, then lowest hours, if hours same-seniority )..on duty BC may deviate from below:
- FF’S working their second tour of duty (coming off 2nd tour)
- FF’s working 1st tour of duty and available duet to a mx
- FF’s working a mx exchange of tour
- any other eligible FF that the battalion can contact who is willing to work MSOT other than FF on vacation leave
- any eligible FF on VACATION LEAVE
- After all FF’s above have been canvassed , an FF 6TH GRADE WITH LESS THAN 9 MONTHS (VACATION FIRST)
-BC , at his discretion can institute standby policy of one to all groups off 2nd tour
Any FF who’s cumulative total of hours worked fall 45 or more below the BATTALION AVERAGE shall NOT BE PERMITTED to make any 24 hour mutuals until such total is within 45 hours , unless they voluntarily make themselves available…at least 24 hours before the tour of overtime
COMPANY officers should notify members when they are approaching this status
-holiday overtime charged to OTHER (not MSOT )-VOLUNTARY
AT 9X6 AND 6X9 ROLL CALLS, officer shall conduct a poll of eligible FF’s for following 2 tours and notify BATTALION
FF’S 6TH GRADE, after completing proby school, ASSIGNED BATTALION AVERAGE
- transfer or detailed, FF’s will maintain current MSOT hours in new assignment
- FF’s coming off 24, cannot work partial MSOT TOUR
FF’S in between 9x or 6x tours may work maximum 6 hours of partial tour of MSOT , same for members coming in for 9x6 /x=6x9…only members completing tour or incoming members can work PARTIAL TOUR OF MSOT
ANY OT MEMBER shall not be ACTING LT.
If member performing overtime tour or partial tour and is released from duty for any reason (medial leave /emergency leave) before completion of tour, only PAID FOR TIME ACTUALLY ON DUTY..
MEMBER WAITING DETERMINATION OF MEDICAL OFFICER IS NOT ENTITLED FOR OVERTIME / ONLY IF MEDICAL OFFICER BELIEVES IT IS IMPERATIVE THAT MEMBER WAITS FOR EXAMINATION
-medical leave will commence when such designation is made by MEDICAL OFFICER in person or by telephone
PORTAL TO PORTAL..
–45 MINUTES, when detailed to a unit within the borough in which the FF permanent unit is located and /or when returning beyond the ff’s regular tour of duty to the Ff’s permanent unit from a detail within the same borough , when NOT schedule to work succeeding tour
-another borough –1 hour and 15 minutes
an FF detailed for more than a single tour and entitled to receive compensation for portal to portal pay shall be entitled only at the beginning of the firs and at the end of the last tour of such detail
Ineligible for portal..
travels during regular tour of duty
- detail for any training assignment or to any training location
- detailed while on light duty
- assigned to staffing pool
- detailed across the floor
- mx in another house
- overtime in another unit
