The Manilla Amendments were effective as of 1 January 2012. The most significant amendments are:
-New hours of rest for seafarers
-New grades of certificates of competence for able seaman in both DECK and ENGINE
-New and updated training, refresher requirements
-Mandatory Security training PSDS
-Additional Medical Standards
-Specific alcohol limits in blood and breath.
The STCW Code stipulates that watch-keeping personnel must take mandatory rest periods
minimum 10 hrs in any 24 hr period
min 77 hrs in any 7 days period
divided into no more than 2 periods. one of which > 6 hrs. intervals between rest <14 hrs
OOW Primary Duties under the STCW CODE
Watch keeping, navigation and GMDSS radio watch keeping.
Under the STCW Code, the OOW is….
The masters representative.
At all times:
- safe navigation of ship
- complying with COLREGs.
Under the STCW code; As the master’s representative
-OOW is in charge of the bridge and bridge team until properly relieved.
-Stays in compliance with SOPs and Masters standing orders
-Ensures bridge watch manning levels are at all times at a safe number
You see a vessel aground. What are your actions?
- Engines on ‘stand by’. If necessary take all way off.
- Inform Master
- Chart Assessment
- Echo Sounder. UKC?
- Look outs
-Engage hand steering
-Comms w/ Vessel aground. Draught and Time?
-Assess extent of shoal the vessel has run aground
When can you be a sole lookout?
Clear daylight conditions
Masters approval
-state of weather
-visibility
-traffic density
-proximity of dangers to navigation
-TSS?
-Design and layout of bridge
-Arcs of visibility
-Radar equipment fitted + limitations
-GMDSS operation
-Logs and chart corrections
-routine testing + maintenance of bridge equipment
Assistance must be immediately available to be in the bridge when required.
The Officer of the navigational watch shall: MGN 315
-keep watch on Bridge
-Not to leave bridge until properly relived by appropriate officer
-Responsible for navigation even when Master is in bridge unless he says he has the con.
-Inform master if in any doubt of safety.
-Maintain logs
-Radar should be available at all times
-Regular position fixing
-Vessels position, speed and course checked.
Handing Over the Watch the OOW shall: MGN 315
-ensure members of relieving watch are fully capable of performing their duties
-ensure vision of relieving watch is fully adjusted to light conditions
-ensure that all standing orders and Masters night orders are fully understood.
The OOW shall not hand over the watch: MGN 315
-if believed that relieving officer is not capable of carrying out watch keeping duties effectively. INFORM Master
-when a manoeuvre is in progress.
Taking over the watch the relieving officer shall: MGN 315
-verify vessels estimated or true position.
-confirm vessels intended track, course and speed.
-note any dangers to navigation that are expected.
-aware of tides, currents, weather, visibility and their effect.
-note errors in gyro and mag compasses
-note status of all bridge equipment
-note settings of bridge / engine controls
-manning of E/R?
-aware of other vessels in vicinity
-give watchkeeping personnel instructions and info for keeping a safe watch.
In Restricted Visibility…MGN 315
- COMPLY with the COLREGs
(lookout, fog signals, safe speed, engines ready)
- Inform Master
-post look outs - exhibit Nav lights
-operate and use radar
-put engines on stand by
