What are the three objectives of the ISM Code?
to ensure:
1. safety at sea
2. prevention of human injury or loss of life
3. avoidance of damage to the environment and marine property.
What is the safety management policy?
three parties:
1. the owner - produce the SM policy
2. the master - implement the SM policy
3. the flag state - issue DoC + SMC. Oversee continued compliance.
What is a Safety Management System (SMS)
an organised system
of operational procedures
and mandatory safety rules
which safeguard
the vessel and environment.
What is a Document of Compliance
Validity?
! this is one of the most important documents of the ship !
a certificate issued by flag state to a company which complies with all the requirements of the ISM code.
Subject to annual verification, valid max 5 yrs.
What is a Safety Management Certificate (SMC)
validity?
a document provided to a ship signifying that the company and its ship personnel operate in accordance with the SMS.
vlid 5 yrs, subject to intermediate verification by the flag state (between year 2 & 3)
What is a Non-Conformity and Major Non-Conformity?
non conformity : indicates non-fulfilment of a specific requirement stated by the SMS.
major non-conformity:
an identifiable deviation that poses a serious threat to the safety of personnel or the ship or a serious risk to the environment that requires immediate corrective action or
the lack of effective and
systematic implementation of a requirement of this Code.
What is a Safety and Environmental Policy (SEP)
the safety of passengers and staff onboard shall have priority before all commercial considerations as well as pollution to the marine environment.
What or who is the DPA
-ensures the safe operation of each ship
-provides a link between the Company and the Ship.
-They must have direct access to the highest level of management in the company.
Where does it state that the Captain has overriding authority
in the SMS.
Port State Control (PSC) vs Flag State
The primary responsibility for ships’ standards rests with the flag state - but port state control provides a “safety net” to catch sub standard ships.
