What is MLC?
Maritime Labour Convention
Set by International Labour Organisation which establishes MINIMUM global standards for seafarers living and working conditions.

- Min requirements for seafarers to work on a ship (MY)
- Conditions of employment (CONDITIONS)
- Accommodation, recreational facilities, food and catering (ARE)
- Health protection, medical care, welfare and social security protection (HEALTHY)

What is an SEA?
Seafarers Employment agreement
A legally enforceable agreement between seafarer and ship owner
Required for all seafarers on MLC compliant vessels
Purpose of the SEA
“Purpose: to ensure seafarers have a fair employment agreement.”
What are the minimum rest hours required by MLC?
10 hrs in any 24 hr period
77 hrs in any 7 day period
How can you identify an MLC compliant vessel?
Ships of 500GT and over operating internationally require a valid Maritime Labour CERTIFICATE.
What is the validity period of a MLC certificate and when is the intermediate inspection required?
Valid for 5 yrs
Intermediate inspection between the 2nd and 3rd year.
Who is responsible for ensuring a seafarer is properly rested when beginning duty?
the seafarer themselves.
What should you do if you have a complaint on board an MLC compliant vessel?
Follow the on board complaints procedure, which should seek to resolve the complaint at the lowest level possible and allow you to complain directly to the Master if necessary.
What is on an SEA?
Basic Information:
Shipowner’s name and address.
Seafarer’s name, date, and place of birth.
Place and date where the agreement is signed.
Employment Terms:
Conditions for the termination of the agreement.
Seafarer’s role and responsibilities.
Hours of work and rest.
Payment of wages and other remuneration.
Entitlement to leave and holidays.
Repatriation arrangements.
Welfare and Health:
Health and social security protection benefits provided by the shipowner.
Medical care on board and ashore.
Accommodation, food, and catering standards.
Health and safety protection and accident prevention.
Other Important Aspects:
Compensation for a ship’s loss or foundering.
Manning levels.
Career and skills development opportunities.
Complaint procedures for seafarers.
Legal Enforceability:
The SEA must be legally enforceable, ensuring that both the shipowner and the seafarer are bound by its terms.

Declaration of maritime labour compliance is the second part of the MLC certificate.
