What do the New Right / Neo-liberalists have to say about education?
They argue that the value of education lies in how well it enables the country to compete in the global marketplace. They claim this can only be achieved if schools become more like businesses (using competition between schools)
Who is the New Right / Neo-liberalists?
Global perspective that guides the economic policies of governments across the world. They see competition as the key to efficiency and economic growth - this only works in a free market
What do the New Right believe about creating competition between schools?
They believe that it will bring greater diversity of choice and efficiency therefore increasing the ability of schools to meet the needs of all pupils, parents and employers
How do the New Right believe competition between schools can be achieved?
They believe information on the standards of schools must be widely available (e.g Ofsted).
What is a league table (New Rights) ?
The measure of schools performance against each other.
How else do the New Right believe schools should act like a business?
By entering the market that is privatisations - private sector participation in education - means of raising standards and making schools more efficient
How can privatisation be done in schools (New Rights)?
-Obtaining income through desks with private companies (vending machines)
-Subcontracting of services to private companies (cleaning, school dinners etc)
-Testing and tutoring services
How do Chubb and Moe believe the system has failed (New Rights)?
-They believe it has not created an equal opportunity and has failed the needs of disadvantaged groups
-It’s inefficient because it fails to produce pupils with the skills needed by the economy
-Private schools deliver higher quality education
What do Chubb and Moe base their arguments on (New Rights)?
They base their arguments on a comparison of the achievements of 60,000 pupils from low income families in private high schools together with the findings of a parent survey of “failing schools” apparently being turned around. Pupils from low income families do about 5% better in private schools that in state schools
What does Chubb and Moe suggest for education (New Rights)?
They suggested an introduction of a market system in state education that would put control in the hands of the consumers (parents and local communities). This would help shape schools to meet their own needs.
What do the New Right say is the two roles for the state?
- To impose framework on schools within which they have to compete (Ofsted, exam results etc)
- To ensure that schools transmit a shared culture through a single national curriculum.
What are Gerwitz and Ball opinions on education (New Rights) ?
They believe competition between schools benefits the middle class who would use their cultural capital to gain access to more desirable schools
