Why did NGBs develop?
Sport becoming popular and played widely across the country
More teams / clubs were forming
More national / international fixtures were being organised
Leagues / competitions were required for these teams to compete in
Rules and codification were required to enable fair competition
Maintenance of the amateur ideal to deal with professionalism and early commercialisation of sport
Desire to maintain control

Why did some NGBs try to prevent professionals from competing in their sport?
Due to the desire of the upper / middle classes to maintain control of the sport
To preserve amateur ideals in sport
To maintain ‘exclusivity’ - the upper / middle classes did not want to mix with the working class
They did not like losing to (working class) professionals
