Q

WHAT ARE THE 2 INDICATIONS OF AN OPEN INTERIOR CELLAR DOOR AT A PD CELLAR FIRE?

A
  • TIC SHOWING HEAT WAVES ACROSD FIRST FLOOR CEILING WHEN ENTERING VIA THE ENTRANCE DOOR
  • SMOKE ACTION SEEN ON THE 1ST FLOOR AT ENTRANCE DOOR-SUCH AS SMOKE SHOWING SIGNIFICANT FORCE & SPEED UNDER PRESSURE

++PD CH. 4 10.4.2++

Indications of an open interior cellar door when entering through the entrance door are:
 A thermal imaging camera showing heat waves emanating across the first floor ceiling when entering the first floor via the entrance door.
 Smoke action seen on the first floor seen at the entrance door - such as smoke showing significant force and speed under pressure.

269
Q

TRUE/FALSE

AT PRIVATE DWELLING CELLAR FIRES THE 1ST LADDER COMPANY SHOULD NOT DESCEND THE CELLAR STAIRS UNTIL A CHARGED HOSELINE IS IN POSITION AND ADVANCING ON THE FIRE.

A

FALSE

++PD CHAPTER 4 10.2++
When no hoseline is immediately available, and if fire conditions permit, a decision may be made by the first ladder officer to advance down the cellar stairs. In this instance, the first ladder company inside team should descend to conduct a rapid primary search of the cellar for victims and to locate and confine the fire. One member should remain at the top of the cellar stairs to control the door. Door control at the top of the cellar stairs is essential when searching without the protection of a hoseline to ensure ladder company members do not create a flowpath which can dramatically change conditions in the cellar.

270
Q

E287 HAS ADVANCED THE 1ST HOSELINE THROUGH THE MAIN ENTRANCE TO THE INTERIOR CELLAR STAIRS AT A PD CELLAR FIRE. L136 THE 1ST DUE TRUCK IS AIDING THE HOSELINE ADVANCE. IF E287 IS ABLE TO DESCEND THE INTERIOR CELLAR STAIRS, WHAT ARE L136 DUTIES?

A

++PD CHAPTER 4++
10.4.1 When the decision has been made to advance the first hoseline through the main entrance and down the interior cellar stairs to extinguish the fire;

  • The first arriving ladder company inside team will perform a primary search of the first floor prior to descending into the cellar to perform the primary search and examination of the cellar. If the engine company requires assistance in order to advance the line through the cellar, one member of the interior team shall be sent to provide assistance, while the ladder company officer and the other member complete the primary search of the first floor.
  • Note: It is critical at cellar fires that the first ladder inside team operate in a manner that supports the first hoseline in quickly applying water on the fire. Often, the cellar stair is narrow, confined and problematic for ladder members to descend without the protection of a hoseline. Attempting to descend the cellar stair without the protection of a hoseline may actually delay the engine company advance. Once the cellar fire is controlled, the inside team is in position to perform VEIS duties.

++PD CHAPTER 4++
10.4.2 When there is a secondary entrance and the first hoseline does not advance down the interior cellar stair:

  • The first arriving ladder company inside team will assume responsibility for primary search and examination of the first floor and floors above. The status of the interior cellar door (open, closed, burned through, unable to locate) is a critical factor. If conditions permit, the status and door construction should be determined and communicated to the Incident Commander. Door construction can be a critical factor in preventing or slowing fire extension (steel, solid wood, luan panel, etc.)
  • The second arriving ladder inside team will coordinate their advance with the second hoseline into the cellar via a secondary entrance. They will assume responsibility for primary search and examination of the cellar.

1ST DUE UNITS WERE OPERATING AT A PD CELLAR FIRE WHEN THE I.C. (ABC OR HIGHER) TRANSMITTED AN URGENT, ORDERED THE 1ST HOSELINE REPOSITIONED FROM THE MAIN ENTRANCE TO A SECONDARY SIDE ENTRANCE & ORDERED ALL TRUCK MEMBERS OPERATING INSIDE THE P.D. TO WITHDRAW. ALL TRUCK MEMBERS ON THE 1ST FLOOR WITHDREW FROM THE BUILDING, BUT THE TRUCK MEMEBERS ON THE SECOND FLOOR CONTINUED WITH THEIR SEARCHES BECAUSE THEY WERE WITHIN REACH OF PORTABLE LADDERS.

A

TRUE

++PD CHAPTER 3++
2.7.4
In rare instances, there may be a situation where the first hoseline was advanced through the main entrance, and units are unable to locate an interior cellar entrance, and there is no other hoseline available on scene to attempt entry via a secondary entrance. If there is a delay in gaining access or applying water to the cellar through the interior, the Acting Chief Officer/Chief Officer serving as IC may consider repositioning the first hoseline that was stretched through the main entrance on the first floor to a secondary entrance.

Note: The decision to reposition the first hoseline to a secondary entrance can only be made by an Acting Chief Officer/Chief Officer.

The IC shall transmit an URGENT message utilizing the emergency alert button to broadcast this to all members and ensure an acknowledgement is received from all units/members operating in the interior.

Ladder company members operating on the first floor must be withdrawn before the first hoseline is repositioned from that floor. Members operating on the upper floors may also need to be withdrawn to a safe area if no portable ladders are positioned and readily available. This is done for reasons of safety and operational efficiency. The forcible entry team will then operate with the engine company and facilitate the advance of the hoseline via a secondary entrance.

Q

At private dwellings, when lightweight construction is suspected, the ___________ company shall make an inspection hole in the ceiling from a safe area in order to determine the type of support system present (i.e. for a fire on the 2nd floor, an inspection hole can be made on the 1st floor). This critical task shall be done immediately upon arrival. The IC must be notified of the results of this examination.
