Check if tie backs are in place and secure
If suspect secure with utility rope
Communicate findings to units below

Communicate with stranded workers from nearest window
If on windowless area of building consider lowering HT from above
Ascertain from workers:
1. Workers physical and mental state
2. If workers know cause of stall and If they can correct it
3. If any workers inside building
Check rigging on roof and electrical connections on roof level ( do not restore power w/o permission from units below
4. If in reach of TL or aerial use apparatus to effect removal
5. Window removal as last resort
