London Embankment Project - On the London Embankment project, were you acting as a Contract Administrator in addition to your Assistant QS role?
No, I was an apprentice quantity surveyor working for the main contractor.
Tell me more about this loss and expense claim and your involvement.
The loss and expense claim was formed as the main contractor was delayed on site due to a relevant matter under the JCT Standard contract. This relevant matter was a combination of items such as instructions relating to variations and the discovery of asbestos in two of the risers.
My involvement was to undertake an analysis of the resources used by ISG and the subcontractors during the extension of time by reviewing signing in records.
What is the difference between a relevant matter and a relevant event under a JCT Form of contract?
A relevant event entitles the contractor to an extension of time and a relevant matter entitles the contractor to claim direct loss or expense.

Give me an example of a work package where you acted as contract administrator. What was the contract value and contract period?
I was not named as a contract administer under the contract, however I did administer the contract when issuing site instructions to different subcontractors. I was not managing a specific package on this project.
Take me through the procedure for issuing a certificate for progress payment?
I would assess the subcontractors monthly valuation based on the contract works completed to date, as well as if there were variations to the contract and the value of these works completed. Where I would issue this assessment to the subcontractor for review and then I would raise and sign a payment certificate and payment notice to match this assessment.
Take me through the process of issuing a final certificate. Explain the significance of this.
The standard JCT contract (for example) states that the final account should be ascertained no later than 3 months after receipt by the architect/contract administrator of information supplied by the contractor (which itself should not arrive any later than 6 months after issue of the practical completion certificate).
As Contract Administrator, how did you control quality on the subcontracts?
Quality control is implemented in Quality Plan which summarizes the key quality control and assurance measures to be used on the project to ensure that the completed works meet the customer and applicable statutory and regulatory requirements. The contractors scope of works documents also highlights the works to be completed and the standards to be met as per the drawings and specification which are highlighted within the drawing register in the contractor.
Tell me some procedures you put in place to control time.
To control time a key dates schedule was included within each subcontract which highlights the key line items within the programme that are applicable to that subcontractor, where the completion date is highlighted for that element of works.
Tell me some procedures you put in place to control project costs.
The contract sum analysis is included as part of the contract which highlights the scope which is broken down into the measured works to demonstrate the measurement and rate for each line item to produce a cost.
