Define an accident
An event that takes place between the time any person board the aircraft to when all people have disembarked to which a person on board is fatally or seriously injured as a result of:
- being in the aircraft
- direct contact with the aircraft and bits fallen off
- direct exposure to jet blast
- the aircraft is missing or inaccessible
What are the exceptions to an accident?
- injuries caused by natural causes
- self harm
- stowaways hid outside the areas not normally occupied by pax
When is it classed as an accident regarding aircraft damage?
When the damage:
- adversely affects structural strength
- major repair/replacement is required
Is a tire burst an accident?
No
What is a serious injury?
one that requires hospitalisation of more than 48hrs
What is the objective of an investigation?
The prevention of future accidents and incidents
NOT to apportion blame or liability
Who is responsible for instigating an investigation?
The state of occurrence or state of registry if inside high seas
Who has the right to take part in an investigation?
States of:
- registry
- operator
- design
- manufacture
- any state which when requested provides info, facilities or experts to those conducting the investigation
When is icao notified of an accident?
When ac max mass is over 2,250kg
When is the report sent to icao?
When max ac mass is over 5700kg
In what language must the final report be published in?
In one of the written working languages of ICAO
What are differences between eu directive 94/56 and ICAO annex 13?
- permanent accident investigation body in each state
- report should be made public ASAP and if possible within 12 months of accident
What does the EU directive 2003/42 cover?
Reporting of occurrences where an occurrence = an incident that has resulted in an accident or serious incident
