Should the Chief of Police become incapacitated through illness, injury or death, or for any exceptional occurrence be absent from the city or otherwise unavailable to perform the duties of his office without having designated a person to command the department during his absence, the order of succession to:

When making such contacts, an employee shall endeavor to keep the appropriate chain of command informed of their actions.
