Crime Analysis
Crime analysis is?
The systematic process of collecting, categorizing, analyzing, and disseminating timely, accurate, and useful information that describes crime patterns, crime trends, and potential suspects.
The principal functions of crime analysis are divided into what three primary areas?
- Administrative - used by the administration, managers, standing committees, budget analysts, and commanders for budget proposals and long range plans.
- Strategic - used by planning agencies, crime prevention, community relations task forces, and patrol/investigative commanders for proposals, mid-range plans, and for summaries or manuals.
- Tactical - used by operational and investigative units, specialized units, and other law enforcement agencies for bulletins, hot sheets, summaries, face to face communications and short range plans.
The Crime Analyst is responsible for the following:
- Overseeing the efficient and effective performance of the unit, subordinate personnel, and all information distributed by the Crime Analysis Unit.
- Attending internal and external meetings for all matters concerning crime analysis.
- Chairmanship of the Crime Analysis Users Group meetings and provide notification of meetings.
- Liaison with Police Technology Coordinator, Information Services and Police Records Section and coordinators of programs.
- Monitoring and reviewing unit procedures and systems to rectify deficient areas and implement the necessary change for ongoing development.
- Maintain liaison with Crime Prevention, Gang Intelligence and other units within the department.
- Performing any additional duties directed by the Chief of Police
The Assistant Crime Analyst is responsible for the following:
- Processing requests from different sources.
- Confer with Patrol and Investigative supervisors and Sector Analysts about crime patterns and trends.
- Identifying patterns and trends and link suspects to offenses.
- Assisting outside agencies.
- Other related duties as directed by the Crime Analyst
The Traffic Analyst is responsible for the following:
- Processing requests for traffic analysis information from various sources.
- Aiding Patrol supervisors in the creation of traffic enforcement activities.
- Identifying patterns and trends in traffic accidents.
- Assisting outside agencies and the public.
- Analyzing the effects of selective traffic enforcement.
- Creating reports concerning traffic accidents on a regular basis.
- Maintaining database(s) in order to ensure the most recent, accurate, and useful information.
- Attend regular meetings and be prepared to answer questions concerning trends and patterns in accidents.
- Other related duties as directed.
The Sector Analyst is responsible for the following:
- Processing requests from various sources within their assigned sector.
- Aiding Sector supervisors in the identification of problem areas and in the creation of plans to get maximum use of manpower.
- Identifying patterns and trends within the sector.
- Assisting outside agencies and the public.
- Analyzing the effects of selective enforcement activities.
- Creating reports concerning crime trends and patterns in the sector on a regular basis.
- Ensure that all data from the sector is being captured in the appropriate database(s) in order to have the most recent, accurate, and useful information.
- Attend regular meetings and answer any question concerning trends and patterns in the sector.
- Maintain liaison with other Sector Analysts in order to track emerging trends.
- Other related duties as directed.
The Users Group shall meet on a quarterly basis or more often as needed for the purpose of:
- Exchanging information;
- Addressing crime analysis issues and problems;
- Developing ideas; and
- Determining what types of information is needed.
It shall be the responsibility of each unit ____________ to furnish a representative to attend the quarterly meetings.

The representative shall be responsible for the following:
- Attending the meetings;
- Determining from the unit members what their informational needs are, and what information they can share with the group; and
- Reporting back to the group with information obtained at the meeting.
The Crime Analysis Unit Users Group is responsible for the following:
- Informing representatives of date, time and place of meetings;
- Typing and distributing minutes of meetings.
Crime analysis shall support decision making in the following five (5) key areas:
- Patrol deployment - provide patrol supervisors with information that can assist in utilization of patrol resources and response to criminal activities.
- Patrol investigations - provide investigative leads for follow-up investigations by patrol personnel, improving the efficiency of the preliminary and follow-up investigation.
- Investigative case screening - information obtained through crime analysis should provide ongoing information to improve and assist the investigative screening process.
- Special operations deployment - information derived from crime analysis should assist special operations
- Strategic crime targeting.
The crime analysis function shall provide information to assist in the following applications:
- The identification of evolving or existing crime patterns.
- Increase the number of cases cleared by arrest through the use of information.
- Provide investigative leads for investigators in the Operations Command.
- Establish operating data for patrol planning and deployment of Special Operations Unit.
- Furnish support data for crime prevention activities.
- Furnish crime trend data for input in overall department planning, targeting and budgeting.
- Furnish reports based on crime thresholds for initiating patrols, pro-active deployment, suppression, and target hardening activities.
The Crime Analysis Unit shall:
- Assist and develop an information base to provide the identity of suspects by modus operandi;
- Assist in the identification of specific crimes that may involve an offender already in custody and previously known to the police
The following type of information shall be made available in addition to those areas listed under (VI, A, 1-12) subject to hardware and software availability:
