The Safety Division Battalion Chief
Who shall be responsible for:
- Confirming that personnel assigned to their battalions complete the annual EVAP re-certification and documentation by June 30 of each year.
- Compiling EVAP documentation for personnel in their battalions and forwarding the complete file to the Training Center support staff.
- Ensuring that personnel who have lost driving privileges or who are not in compliance with the requirements of this policy do not drive TFD vehicles or apparatus.
TFD Battalion Chiefs
Who shall be responsible for:
- Ensuring that personnel assigned to their units and their stations’ medic units receive annual EVAP re-certification training. 2. Evaluating and documenting driver performance in accordance with the guidelines set forth in this document.
- Sending completed documentation to their respective Battalion Chiefs.
TFD Company Officers across shifts
Who shall be responsible for:
- Conducting initial EVAP cone and road course training in their Captains Training Teams.
- Identifying and posting a district course that satisfies the road test requirements as outlined in the Washington State Association of Fire Chiefs EVAP program as posted on FireWeb.
TFD Station Captains
Washington State law requires that firefighters who drive apparatus in excess of 26,000 pounds be EVAP certified.

TFD requires EVAP certification for
all Firefighter EMTs, Firefighter/Paramedics, Paramedic Supervisors, FCC personnel, Fire Inspectors, Incident Safety Officers (ISO), Deputy Fire Marshals, Lieutenants and Captains.
All drivers of TFD vehicles and/or apparatus shall:
a. Possess a valid Washington State driver’s license
b. Comply with Washington State law
c. Complete all other TFD driver/operator training as required

Re-certification Requirements
- TFD personnel shall re-certify every year by successfully completing a minimum of two hours of documented non-emergency driving that includes an evaluation on the District Course/Road Test using the apparatus as noted in Section 5.5.4. 2. TFD personnel shall successfully complete re-certification by June 30 of each year.
- TFD personnel who are not re-certified shall not be permitted to drive TFD apparatus except to complete re-certification.
- Failure to maintain EVAP certification may result in loss of driver pay and privileges and may be cause for disciplinary action.
If a driver’s performance is rated “needs improvement”, the Company Officer shall:
Immediately contact his/her Battalion Chief and the Battalion Chief of Safety within 24 hours
b. Design, with the assistance of the Safety Division, a skills training session for the driver to address the area(s) of concern
c. Give the driver sufficient time to improve his/her skills before re- evaluating him/her for proficiency.
d. Route forms with “needs improvement” rating through the Battalion Chief to the Training Division
If the driving skill deficiencies are significant, the evaluator shall .

- The Battalion Chief shall consult with the appropriate division or bureau chief as to whether to allow continued driving privileges.
