Who shall be responsible for:
- Developing specifications for the selection and purchase of PPE
- Ensuring TFD personnel are instructed on the hazards of fabrics that have poor thermal stability or flame resistance and the limitations of the firefighting ensemble
- Ensuring that TFD uniformed personnel adhere to assigned PPE inspection and maintenance schedules
- Ensuring that PPE is maintained and/or repaired in accordance with manufacturer specifications
- Ensuring that repaired PPE is inspected before it is placed back in service
- Ensuring that all PPE inspection and maintenance records are reviewed and maintained
- Overseeing the management of surplus new, used, spare and out-of-service PPE inventories and final disposition of out-of-service PPE
- Ensuring the inventory of new and spare PPE is kept at appropriate levels
- Maintaining this document
The Administrative Battalion Chief for Safety or his/her designee
Who shall be responsible for:
- Ensuring that the PPE for all personnel assigned to them for PPE inspection is inspected every March and September
- Ensuring that all inspection records are completed in a timely manner
Battalion Chiefs
Who shall be responsible for ensuring that on-scene personnel wear protective clothing that is appropriate for the hazards of the incident?
The Incident Commander
Who shall be responsible for:
- Inspecting firefighter PPE at least every March and September at all assigned stations and facilities
- Completing FIR 2530 0021 and/or FIR 2530 0022 as needed
- Inspecting spare PPE inventories as assigned
- Entering inspection findings into the electronic tracking system
- Issuing new PPE items to individuals as needed and entering that information into the electronic tracking system
- Verifying PPE items are assigned to individuals during inspections and updating or correcting individual electronic records as necessary
The Incident Safety Officer (ISO)
Who shall be responsible for:
1. Inspecting PPE as directed by the Administrative Battalion Chief for Safety and/or in accordance with the guidelines set forth in this document
2. Inspecting PPE of 40 hour uniformed personnel assigned to Training and Administration at least every March and September 3. Completing FIR 2530 0021 and/or FIR 2530 0022 as needed
4. Entering inspection findings into the electronic tracking system
5. Inspecting spare PPE inventory kept at Headquarters at least every six months
6. Verifying PPE items are assigned to individuals during inspections and updating or correcting individual electronic records as necessary
7. Issuing new items to individuals as needed and entering that information
into the electronic tracking system
8. Instructing TFD personnel on the hazards of fabrics that have poor thermal stability or flame resistance and the limitations of the firefighting ensemble
9. Facilitating special cleaning, repair and replacement of PPE as necessary and appropriate
10. Ensuring that TFD uniformed personnel adhere to assigned PPE inspection and maintenance schedules
11. Ensuring that PPE is maintained and/or repaired in accordance with manufacturer specifications
12. Inspecting repaired PPE before it is placed back in service and recording repairs made in the electronic tracking system
13. Researching and making recommendations on potential new and replacement PPE and safety equipment
14. Assisting with scheduling, organizing and instructing for quarterly ISO continuing education 15. Managing surplus, new and spare PPE inventories
16. Managing out-of-service PPE inventory and final disposition of that inventory
17. Managing and maintaining appropriate inventory levels for all new PPE ensemble items
18. Assisting Station 8 and 13 Captains with the management of their respective spare PPE inventories
The Safety Lieutenant
Who shall be responsible for:
- Consulting with the TFD Safety Office and/or TFD personnel regarding proper handling and decontamination of PPE
- Coordinating with TFD Safety Office personnel regarding proper disposal of contaminated PPE
HazMat Team personnel
Who shall be responsible for:
- Evaluating soiled turnouts to determine appropriate facility for laundering
- Working with Safety Division personnel to handle turnouts that cannot be laundered at the stations
- Routine laundering of turnouts, helmet liners, gloves and suspenders
Station 8 and Station 9 personnel
Who shall be responsible for:
- Documenting and dispensing spare PPE to TFD personnel whose PPE is being laundered and/or repaired
- Properly performing inventory and storing and maintaining their assigned spare PPE
- Notifying the Safety Office when replacement PPE is needed to maintain their respective PPE inventories at appropriate levels
- Laundering spare PPE as necessary
Station 8 and Station 13 personnel
TFD personnel shall not wear any clothing determined to be unsafe due to poor thermal stability or flame resistance when engaged in or exposed to the hazards of structural firefighting including, but not limited to:
a. Lycra
b. Nylon
c. Polyester
d. Rayon
e. Polypropylene
TFD personnel shall wear the PPE ensemble as follows:
a. Helmet with earflaps down and chin strap secured
b. Hood deployed
c. Turnout coat with liner attached, collar up and all fasteners employed
d. Turnout pants with liner attached, suspenders worn over shoulders and all fasteners employed
e. Gloves and boots on
TFD personnel shall wear full protective clothing when:
a. Present on the fireground or at other incidents where actual potential hazards exist
b. Participating in training or drills that require personal protection (e.g., drilling or training with hose, ladders, extrication)
c. Operating or using forcible entry equipment or tools
d. Conducting overhaul operations
i. SCBA also shall be worn during overhaul and fire investigation unless the Incident Commander indicates otherwise
Before responding to an incident other than EMS, TFD personnel shall don at least:
a. Turnout coat
b. Turnout pants
c. Boots
d. Hood
Battalion Chiefs, EMS transport unit personnel and personnel driving apparatus or vehicles are not required to wear a turnout coat until they reach the incident scene.
The Safety Lieutenant shall:
a. Boldly label as _____________ all PPE elements retired from service.
b. Ensure out of service PPE is destroyed or properly disposed of
“out of service”
Decals and/or after-market accessories shall not be attached to the helmet without:
a. Prior permission of the Fire Chief AND
b. Prior written permission of the helmet manufacturer
TFD personnel shall follow the manufacturer’s recommendations for helmets including:
a. Cleaning
b. Marking
c. Storage
d. Details of inspections
