  1. Reinforces inner perimeter, establishes secondary perimeter based on nature of incident
  2. Directs units to stop inbound foot/vehicle traffic as required
  3. Gathers intelligence, makes determination for SWAT and negotiators to respond, and makes request via communications
  4. Evacuates bystanders and injured persons from the area directly around the suspects location
    - records names and addresses of persons evacuated
  5. Designates an officer with good verbal skills to make contact with the subject to determine the subjects desire and purpose
    - if contact is made, every effort will be made to remain in tactically sound position, using effective cover and concealment
