  • relied on a small, core group of 40
  • picked people from the gentry class who had experience, John Morton served as Lord Chancellor until 1501 when he died
  • the only nobles he was very close to were Earl of Oxford, Japser Tudor and William Stanley
  • introduced the Council Learned in the Law in 1495
  • Richard Empson became president of Council Learned in 1504
  • heavily used bonds and recognisances
