Traditionally, ethnic minorities are less likely to join political parties or stand for election. Partly, this is due to discrimination and prejudice: white voters are more reluctant to vote for minority candidates and political parties are more reluctant to put forward candidates in areas with a large majority of white voters.

Parties fear that in areas with predominantly white voters, ethnic minority candidates will not be elected. This can be a high risk for political parties.

Many citizens from ethnic minority backgrounds find it difficult to participate as English is not their first language; the voter registration process is notoriously difficult in the USA.
Furthermore, as many ethnic minority citizens are more likely to be poor, they are also more likely to have a poorer educational background making it difficult for them to get involved in the process

For example, for many Hispanic Americans, Spanish is their first language. One third of Hispanics in America are not proficient in English.
