staff are being paid as well as the cost of training and the cover staff

Provides an entry point to become qualified in an industry
Employer has to provide a structured training programme to give the apprentice skills, abilities and qualifications to perform a job
Government often provides financial support to businesses offering these schemes
Have to also attend college or university in the first few years
