  • The USA were allowed unrestricted use of fossil fuels to develop and become a world leading superpower - China believe they should be allowed the same
  • There was less realisation in the past about the impacts consuming fossil fuels would have on the environment. Technology is now so far developed that a country should be able to develop without the need for major fossil fuel use if it wishes to do so
