What is ACS?
Alternative Compliance scheme.
All certification except MLC, ISM and ISPS is delegated to recognised organisations.
How do I know if the ship is part of the ACS scheme?
A certificate of Inspection is issued with the SMC.
What is the purpose of ACS?
The Recognised organisations already require to survey the vessels structure and equipment for issue of their class certificate. The ACS reduces duplicate surveying by delegating the recognised organisation most surveys except MLC, ISM and ISPS.
What is EAS?
MCA Enhanced Authorisation Scheme?
The MCA give recognised organisations authority to complete ISM, ISPS and MLC surveys but the MCA carry out a separate flag inspection at intervals between 6 monthly and 5 yearly depending on a ship and company’s risk profile.
Which ships can use EAS?
UK flag ships trading internationally except passenger ships
Which ships can use ACS?
UK flag ships trading Internationally, except passenger ships
How is the DoC and SMC audited?
- Ensuring the SMS meets the requirements of the ISM Code including evidence that the SMS has been in operation for at least 3 months.
- Ensure the SMS complies with the objectives of 1.2.3 - compliance with mandatory rules and regulations, taking into account any codes, guidelines and standards applicable.
How often is a ISM Document of Compliance verified?
Annually
What is a statutory certificate?
A certificate required to be carried by law of the flag state
When might a MCA short term certificate be issued?
- When the surveyor is unable to issue the full term certificate before the existing one expires
- When there is a defect found during survey and a timeframe for repair has been agreed or strict conditions imposed.
- A vessel has suffered damage and is allowed to sail on a single voyage to a repair port. The full term certificate should be cancelled and a short term certificate issued.
How long is a MCA short term certificate valid for?
Maximum of 5 months
Who carries out the Passenger ship safety certificate?
The MCA issues the certificate and carries out most of the survey but delegates the hull, machinery, control and electrical equipment parts of the survey to class.
Which ships can not have an in water survey?
Bulk carriers and tankers more than 15 years old.
How long is a passenger ship safety certificate valid for?
1 year.
