What does HARC stand for and which standard is?
Hazard Analysis and Risk Control, QHSE Standard 20.
What is the objective of HARC?
Objective:
- Have a risk management strategy that includes proactive and systematic identification and analysis of hazards subsequent minimization of associated risks.
- Set a standard process and tools for identification of hazards, assessment of risk and definition of required control measures.
When shall HARC be integrated?
Into daily work activities and shared throughout the company using SLB knowledge management tools.
Activities like SLB operations, offices, workshops, laboratories, warehouses, well sites.
Define HAZARD
Any object/body/effect, substandard act or substandard condition that has potential to cause an incident.
Define Hazard analysis
A measure of the likelihood of occurrence of an incident and of the severity of the consequences.
Activity + Risk = Hazard
Define Activity
Any part of a job-specific task or process, associated with SLB managed service or product.

Define Risk control
A systematic process applied to reduce Potential Risk by application of Risk Control Measures.
Define Potential Risk
Risk Lebel before the implementation of Risk Controls measures.
Define Residual Risk
Risk Level after the implementation of Risk Control measures.
Define Prevention Measures
Any measures that reduce the likelihood of an undesired event occurring. Example: Engineering controls, training, polices, audits, defensive driving, standards.
Define Mitigation Measures
Any measures that reduce the severity of or allow recovery from an undesired event. Example PPE, seatbelts, airbags.
What is the purpose of HARC?
To allow Line Management and Supervisors to make informed decisions on how to proceed with tasks or processes at a risk level that is agreed and acceptable.
What are the risks Zones?
- Blue: Safe to proceed, insignificant
- Green: acceptable, proceed carefully with continuous improvement. Low
- Yellow: undesirable, Demonstrate ALARP before proceeding. Medium
- Red: Intolerable, do not take risk. High
- Black: evacuate country or region. Extreme.
What are Likelihood levels?
Very low, Low, Medium, High, very high
What is the HARC process?
The HARC process is made up of the following steps:
- Select key task/process;
- Define Activities and Hazards;
- Assess the Potential Risk ;
- Develop Risk Controls;
- Assess the Residual Risk;
- Decision/Approval
