A

Set up to discuss war finance and Henry’s funeral. £1,000,000 p.a. needed for 30,000 in Palatinate. King’s Merchant Adventurers discussed. Lord Chancellor Bacon impeached for accepting bribes for pending court cases, £40,000 fine + lost office due to Cranfield+Coke. Parl ended in May, on 4 June declaration for faith produced in war.

James left to Newmarket in Nov 1621 leaving London to Councillors. Sir George Goring: ‘His purpose is known to none.’ House debates financing Sir Horace Vere’s Palatinate force and Mansfeld Expedition. Nov 26 – Abbott Pembrokes promote war, Parl lukewarm. Thomas Crew – focus on Bills until Charles marries a Protestant. 28 Nov – 1 subsidy, 29 Nov – Goring petition to have war if Spain doesn’t withdraw from Palatinate.

How was Parliament dissolved in December 1621.

A

1 Dec petition by Commons for Charles to marry his own, 3 Dec – prerogative hurt + James sends letter telling them not to draft petition, 10 Dec – Explanatory Petition, right to free speech, 14 Dec – James claims he granted rights, 18 Dec – Protestation that liberties of Parliament are birthright. Parl dissolved.

Outline discussion after Charles and Buckingham left Spain.

A

Oct 1623 – Charles and Buckingham return demoralised from Spain, fear they would subvert state. Pushed for blue water policy – continental alliance. King supported by Lord Treasurer Cranfield, feared economic impact of war, Count John Preston used Puritan popularity in Lords to push war and Earl of Pembroke supported Buckingham for war.

19 Feb Parl wants end to Spain negotiations, 24 Feb – Whitehall meeting where Buckingham produces Relation to blame Spain for match failure, 29 Feb – call to arms, 1 March – Four Propositions to produce navy, improve military, and build Ireland. James secretly negotiating with Gondomar.

A

11 March – Parliament ready for war, offering James 6 subsidies and 12 fifteenths over what he requested, 5-10, and forgetting debt. 14 May – Subsidy Bill to have Council of War to fund military and navy, and defend United Provinces and England/Ireland. Solicitor General added Palatinate.

How did Cranfield fall from power in 1624?

A

Monopolies Act reduced grants and widened memberships, reducing interest by 8% which destroyed Cranfield. 7 May – Found guilty for paying customs farmers £500 each and fined £5000.
