Why was October 1626 expedition a failure?

La Rochelle expedition: 1625, Cardinal Richelieu used English ships to defeat Huguenots so Dukes of Savoy and Lorraine plotted 3 pronged attack with English fleet to La Rochelle, Huguenot stronghold. in June 1627 Rhe island besieged, encircling Rochelle. Scaling ladders too short and lack of financial backing and supply, Buckingham failed in administrative responsibility and new efforts for advancing army. Expedition to remove Richelieu.
Why was Cadiz a failure?
The Cadiz Expedition in October 1625 was a failure as vats of wine were discovered. Of 12,000 men sent, 5000 returned. Buckingham blamed Parliament as it supplied two subsidies in 1624 which were insufficient.

The French committed 3000 men to the Mansfeld Expedition in 1625 but when Louis XIII was made to have a vocal agreement to commit to the expedition, he refused and the Dutch accommodated the troops. Half had to stay onboard leading to starvation, disease, and people deserting the cause.
