A

A person is not competent to give evidence in criminal proceedings if it appears to the court that he is not a person who is able to:
A) understand questions put to him as a witness
B) give answers to them which can be understood

What is a significant witness?

A

Referred to as key witnesses
Have or claim to have witnessed, cisuallt or otherwise, an indictable offence, part of such an offence or events closely connected with (including any incrimination comments made by the suspected offender either before or after the offence) and/or
Have a particular relaitonship to the victim or have a central position into an investigation into an indictable offence
Usually only indictable offences but can designate as significant in any other serious case where it might be helpful
