When is a person not fit or proper to hold a F/A licence?
They are prohibited from possession or use by an order of court
FPO applies
Person has a physical or mental illness, condition or disorder or other circs that would make it unsafe fro them to possess firearms or ammunition
When MAY a person be considered to not be fit and proper?
Issues with compliance of handling/use/storage under the act
Guilty of an offence under the Act
Guilty of an offence of violence or threatened violence
Guilty of other offences such as CSA, CLCA, IO, RTA, SOC, and SOA
Subject of an IO
Failed to obtain medical report
What considerations are there for determining a person fit and proper regarding the risk of a person?
using for an unlawful purpose
Use for self harm
Use to cause injury or harm to another by use or threatened use
Failing to exercise continuous and responsible control
Reputation, honesty and integer of the person and with whom they associate
What are the implications of the Public Sector Act?
employee will notify immediately when they are aware a person may not be fit and proper to hold firearms
What action is taken when a member suspects a person may not be fit or proper?

What are the tiers of storage for firearms?
Prescribed safe: body and door not less than 1.6 mm thick
Level 1 Safe: body/doors constructed of steel not less than 2mm thick. Doors recessed or flush = no leverage points. Three point external locking mechanism or external lock not less than 40mm wide with fitted cover
Level 2: Same as level 1 but door not less than 3 mm thick
Strong room: no windows/skyligts, reinforced concrete/double brick/reinforced beset, thickness not less than 140 mm. Doors of solid structural grade steel, 10jmm, fitted internal hinges concealed, three point locking etc
When can a firearm be transported loaded?
person is owner of primary production business or employee/relative of operator, holds a cat 5 licence and
believes the firearm will likely be required for use for a purpose connected to primary production while transported and
is transported no further than necessary under the circs
How is a F/A registered?
Approved PD306 (permit to acquire) taken to station with:
- The firearm
- The licence
Within 14 days of receiving the PD306 back from firearms branch
Can firearms be transferred?
Yes
8-10 days on oral agreement
Yp to 28 days with written agreement
This is a temporary loan
How are firearm serials identified?
four or more letters or numbers easily visible on exterior of firearm surface
Old firearms may not have a serial. Firearms branch will allocate one
Gel blasters are issued their own serial by firearms branch
What happens when a firearm is altered?
Not allowed to change a firearm from not usable to usable unless with written approval from the registrar
Barrel can be changed to change the type of firearm (except category H)
Must provide an oral report to member within 24 hrs and a written report to the registrar within 14 days
Registrar makes assessment on licence etc
What is required for deactivation?
Certificate of deactivation from the armoury
What action is to be taken when a firearm is lost of stolen?
oral report to member within 24 hrs
Written report to registrar within 7 days
Police to attend scene in case of theft and:
Conduct audit to reconcile stolen firearms; conduct a security audit to ensure compliance with regulations
When will firearms be surrendered?
Amnesty
For periods of bail agreements (s11A of the BA)
IOs
When will firearms be presented at police stations?
daylight hours
Securely boxed, bagged or wrapped prior to arrival and may only be removed by police officer
Ammunition removed and separated from firearms
Rendered safe prior to station attendance
