A

Dmitri Mendeleev.
-first the table was arranged in columns by mass. (lightest - heaviest)
-however later he found that some elements share similar physical and chemical properties, so he decided to arrange the columns by shared properties
-he left empty spaces on his table because he predicted that there were no known elements (ex. germanium)
