Q

The Virginia plan

A

Made by Madison and Edmund Randolph. Would have three parts, legislative, executive, and judicial. The legislation would have two parts. Both the parts would be based off of population. So bigger states would have more representatives. This was the opposite of the articles which gave each state one vote in congress.

Q

The great compromise

A

Made by roger Sherman of Connecticut. Made a compromise of each plan that would satisfy the small and large states. The new plan was that the legislature would have two houses. A lower house, or House of Representatives, would be picked according to the popular vote. As the Virginia plan wanted the lower houses members would be based off of population. People of the upper house, or the senate, would be chosen by state legislatures. Each state would only have two senators. This appealed to the smaller states.
