Per AIA A201, Who is responsible for making a punchlist?
Contractor
- Contractor submits to Architect a punch list of items to be completed prior to final payment.
- Architect makes an inspection to determine if Work is substantially complete.
- If not sufficiently complete, the Contractor shall complete the Work prior to the issuance of the Certificate of Substantial Completion.
Architect issues the Certificate of Substantial Completion (AIA G704) which establishes:
- The date of Substantial Completion.
- Establish the responsibilities of the Owner and Contractor for security, maintenance, heat, utilities, damage to the work and insurance (typically transfer to Owner).
- Warranty period begins for work.
- Release of Retainage

Architect
- The Certificate of Substantial Completion is submitted to the Owner and Contractor for their acceptance.
- Upon acceptance and consent of surety, if any, the Owner shall make payment of retainage applying to such Work.

Final Lien Releases
In order to bring the project into Final Completion and and to receive Final Payment, Contractor submits to the Architect final Application for Payment.
