Knowledge of procedures for obtaining approvals from regulatory agencies.
The Approval Process can be broken down into 3 steps
Step 1 — Entitlement Phase
Step 2 — Building & Safety Plan Check and other local agencies
Step 3- Obtain Building Permit
Describe Step 3- Obtain Building Permit
- The Building Permit can only be obtained after ALL agencies have signed off on the project.
- The Owner can obtain the Building Permit
-The Architect does not obtain the permit. We can get drawings “Permit Ready” or “Ready to Issue” when all of the plan check corrections have been addressed and
approvals obtained.
At this point, we usually hand the drawings to the Owner or Contractor to “pull” the Building Permit.
Describe Step 1 — Entitlement Phase
In this phase, we are trying to obtain permission/approval for our project prior to producing construction documents (there is no reason to go through the expense of producing construction documents without permission for the project first)
During the entitlement phase, how much detail to the drawings need in order to obtain approval to move forward?
Drawings are usually in some kind of stage of Design Development with enough information to illustrate the size and scope of the project
After submitting drawings to the planning department Step 1 (Entitlement Phase), what is the planning department reviewing drawings for?
- review for compliance with CEQA
- review for compliance with Zoning Code and local ordinances
- review for compliance with the Local Coastal Program if in coastal zone
- review for compliance with any Specific Plan Areas
What are the architect’s primary duties during (Step 1 — Entitlement Phase)?
- Attend any Design Review Board/Architectural Review Board meetings
- Submit drawings to local planning department
- Submit drawings to other regulatory agencies as required such as state and regional agencies. The local Planning department may give you guidance but remember, as the licensed professional, you are responsible for having a knowledge and understanding the requirements of any relevant agencies
Describe Step 2 —Building &; Safety Plan Check and other local agencies
-After approval from Planning Department and other regulatory agencies, you would produce a set of contract documents including architectural, structural, mechanical,
electrical, and other required consultant drawings for submission to the local agencies (Planning, Building & Safety, Transportation, Department of Public Works, Fire Department, Police Department).

In order for the contractor to obtain building permit, what information does the GC have to provide?
The General Contractor can obtain the Building Permit and will have to show license and proof of workers compensation insurance
Who’s responsibility is it to find out to seek out all relevant agencies of a particular project?
